New Fire Safety Support for Residents: What are rPEEPs?

From 6 April 2026, new legislation comes into force to help better protect residents living in high-rise buildings. As part of this, we are introducing Residential Personal Emergency Evacuation Plans (rPEEPs)—a way to provide tailored support for people who may need help to safely evacuate in an emergency.

What is an rPEEP?

An rPEEP is a personalised plan designed to understand your individual needs and make sure the right support is in place if you ever need to leave your home quickly in an emergency, such as a fire.

These plans consider a wide range of circumstances that could affect evacuation, including:

  • Mobility issues

  • Hearing or sight loss

  • Long-term health conditions

  • Mental health needs

  • Medication

  • Alcohol or substance dependency

What support could be included?

Every rPEEP is developed in partnership with you, based on your specific needs. Support could include:

  • Specialist alarms for people with sensory impairments

  • Tailored evacuation advice, such as identifying a safe place to wait for assistance

  • Additional fire safety measures within the home, such as extra internal fire doors

Building on existing safety measures

All our high-rise buildings already have robust fire safety measures in place. These are regularly checked, managed, and maintained to keep residents safe.

rPEEPs build on these existing arrangements by providing extra, personalised support where it may be needed.

What happens next?

Over the coming weeks and months, our Building Safety Team will be contacting residents living in high-rise homes to:

  • Check whether a personalised evacuation plan may be required

  • Discuss what support might help

In many cases, we may already hold relevant information, but as circumstances can change, these conversations help ensure our records are up to date and that the right support is in place.

We will also carry out annual check-ins to review each plan and make sure it continues to meet your needs.
