RPEEPs - What You Need to Know

We manage a number of high-rise residential buildings across Manchester, and from April 2026, all high-rise buildings will be required to have Residential Personal Emergency Evacuation Plans (RPEEPs) in place.

Fire Evacuation

RPEEPs are personalised plans for people who may need extra support to leave their home safely in an emergency. As lifts cannot be used during a fire, it is important that everyone can evacuate using the stairs or has an agreed alternative plan in place.

These plans are part of wider improvements to building safety introduced following the Grenfell Tower tragedy in 2017.

What is an RPEEP?

RPEEPs are plans that help us understand what support someone might need to get out safely in an emergency. They look at things that could make it harder for a person to leave quickly, such as health issues or disabilities, and:

  • Mobility issues
  • Hearing or sight loss
  • Long-term health conditions
  • Mental health needs
  • Medication
  • Other factors such as alcohol or substance dependency

Our approach is supportive and non-judgemental. The aim is to work together with residents to agree sensible measures that help keep people safe.

Working with partners

We are working closely with Greater Manchester Fire and Rescue Service (GMFRS) to ensure residents receive the right support.

With a resident’s consent, relevant information from an RPEEP will be shared with the fire service through an Evacuation Statement. This helps emergency responders understand how best to assist in an emergency.

What support might be included?

Support will vary depending on individual needs and could include:

  • Specialist alarms for people with sensory impairments
  • Tailored evacuation advice, such as identifying a safe place to wait for assistance
  • Additional fire safety measures within the home

Each plan will be developed in partnership with residents to ensure it is appropriate and practical.

 

Reassurance on fire safety

All our high-rise buildings already have robust fire safety measures in place. These are regularly checked, managed and maintained.

RPEEPs build on these arrangements by providing additional, personalised support where it may be needed.

 

What happens next?

Over the coming months, our Building Safety team will contact residents living in high-rise homes to discuss whether a personalised evacuation plan is required.

In some cases, we may already hold relevant information. However, as people’s circumstances can change, these conversations are important to make sure records are up to date and the right support is in place.

We will also carry out regular reviews to ensure plans continue to meet residents’ needs.

This approach will also be introduced in our independent living schemes for people aged 55 and over as part of a later phase.
