The Residents Building Safety Forum focuses on issues and policies that relate to spread of fire and smoke and structural safety.
You can attend one meeting or every meeting and you will receive feedback after each meeting on what changes have come about because of your feedback.
By sharing your thoughts, ideas, and suggestions with us, you help us improve our services and contribute to shaping the future of MCC High Rise Building Safety.
Forums take place every 6-8 weeks, each Building Safety Forum will be open to residents from the below blocks to attend and we will explore one policy area or issue per meeting. Outcomes from these groups will be published online and on communal noticeboards.

Building and Fire Safety Drop-ins
For specific block or area issues, fire and building safety drop-ins give you the chance to meet relevant professionals on-site and receive additional safety information.
These will take place at each block group twice a year, you will be notified that they are taking place beforehand by letter and poster on communal noticeboards.
Outcomes from these sessions will be posted on the noticeboard at each block.

| 1.1 | 4 residents attended the Building Safety Forum, and a note was taken of all those who attended. |
| 1.2 | MCC staff introduced themselves. The meeting is focused on anti-social behaviour (ASB) in high-rise buildings, acknowledging that this affects how safe residents feel in their home. EL advised that MCC are carrying out resident surveys and drop-in sessions at each building. |
| 1.3 | The main ASB concerns raised are to do with non-residents and young people. Residents shared that they have a lack of confidence regarding the response to ASB reports, so MCC would like to get feedback from residents about the process. |
| 1.4 | A Code of Conduct for the meeting was shared and it was agreed there would be 30 minutes at the end of the Forum for any personal issues. |

There is a dedicated team for ASB, Domestic Abuse and tenancy breaches. The team is made up of four Caseworkers. The Caseworkers manage all cases from opening to resolution. The Caseworkers will:

Some discussions took place during the presentation and after the presentation there were the below group discussion prompts: ‘Do you feel well informed about who to contact regarding ASB issues and what the response would be?’ ‘How could we improve communications regarding ASB reporting instructions’ |
| 3.2 | The group shared that there are issues with GMP saying that something is MCC’s responsibility and MCC saying something is GMP’s responsibility. There needs to be clarity around what is whose responsibility, for example drug use in communal spaces is a crime. |
| 3.3 | There’s a perception that MCC don’t enforce tenancy agreements nor carry out evictions. |
| 3.4 | CT advised that a recent restructure has meant Housing Officer’s no longer manage ASB cases and that the Caseworker team has increased. The community safety team and Housing Officers are working closely together. |
| 3.5 | Residents raised concerns that there is poor communication and lack of any follow-up after raising concerns to MCC. CT acknowledged there has recently been a recruitment drive, which has increased capacity in the ASB Team, but has meant there are now Housing Officer vacancies. New staff are being trained and there will be a triage system for new ASB reports. |
| 3.6 | Discussions highlighted the need for improved communication about the remit of a Housing Officer and improved communication between the Housing Officer and Caretaker of a block. CT and COC discussed improving reporting channels and accessibility, since online forms are perceived as time consuming. |
| 3.7 | Evidence for supporting ASB cases was discussed. Residents raised concerns about the toll collecting evidence can take on a resident. CT and COC emphasised the importance of collating evidence to support progressing an ASB case. |
| 3.8 | There are regular PACT (Police and Communities Together) meetings, held in each police neighbourhood, which residents can attend. Local councillors and representatives from MCC also attend the meeting. The next meeting is on 4th September at Wells Spring Community Church. CT encouraged residents to also report any criminal activities via Crimestoppers. |
| 3.9 | Residents were encouraged to sign up for the GMP “Bee in the Loop” service, they can register to receive alerts via email or text, which includes details of the next PACT meeting in their locality. EL & WA were on hand to assist residents to sign up for this service. |
| 3.10 | Residents shared that there’s confusion between MCC Housing Services and other MCC Services and residents would benefit from a guide on how to report issues. |
| 3.11 | COC took details from one resident with an ongoing case and agreed to contact him directly to discuss the case once she had reviewed it. |

1.1 25 residents attended the first Building Safety Forum, and a note was taken of all those who attended.
1.2 EL and WA introduced themselves and their role as Building Safety Resident Engagement Officers. The Resident Engagement Officers are new roles in the Building Safety Team that have been created to develop Building Safety Resident Engagement Strategies for each high-rise building, a new requirement under the Building Safety Act.
1.3 EL and WA shared that they are producing an engagement plan based on feedback received from residents.

2.1 EL and WA shared the draft engagement plan. The engagement plan has been developed using feedback at the April Your Voice meeting on Building Safety, and information collected from residents in the ongoing profiling survey.
2.2 Drop-in sessions are proposed to take place at each building, with a Resident Engagement Officer, Housing Officer and Caretaker in attendance. General fire safety information and building safety information will be shared during the sessions. They will take place twice a year, alternating the time of day.
2.3 Block inspections will take place twice a year, at alternative times of the day. This will be led by either the Fire Safety Manager or the Building Safety Manager.
2.4 The Building Safety Forum will take place every 6 weeks whilst in its infancy, moving to quarterly when more developed. The key issues covered at the meetings will be decided by the residents attending the meetings, and key members of staff will be invited to relevant forums. Forums will be held at different community rooms across the blocks and will take place in the evening.
2.5 There will be the opportunity for 1 or 2 representatives for each block. Block representatives will receive building safety training and be more involved in engagement opportunities.
2.6 There will be 3-week consultation periods for each building to collect feedback on draft Building Safety Resident Engagement Strategies, as required by the Building Safety Act. The strategy will set out a plan for how residents will be communicated and consulted on any building safety decision that will affect them in their home.
2.7 Communication will be improved by personalising direct communication based on resident preferences (such as by email or letter or translated to other languages). Building specific fire information will be distributed to residents every year. Noticeboards will be better utilised to promote engagement initiatives and outcomes. EL and WA have shared their contact details to provide clear communication routes. |

4.1 WA and EL summarised discussions that were had on each table.
4.2 Many were in favour of having drop-in sessions specific for each block, and where some blocks don’t have their own community space, some would be willing to attend nearby blocks that do have a dedicate space.
4.3 There was a group discussion about ongoing anti-social behaviour issues, with residents requesting more CCTV in the blocks.
